Admin and Librarians can move the content from My Work to Public folders, within their My Work and within Public folders. 

Regular user can move content within their My Work only. 

Users can also move content in bulk through select all and choose move content in Bulk actions drop down.

Only Published CustomShow can be moved from My Work to Public Folders.
